Coast Highway Corridor Project

The Coast Highway Vision Strategic Plan (CHVSP), adopted by the City Council in 2009, set the foundation for revitalizing the Coast Highway corridor from Harbor Drive to Buena Vista Lagoon.

In 2013, the Coast Highway Corridor Study began to evaluate design alternatives for street enhancements, as outlined in the CHVSP, along with current conditions and environmental impacts to determine the most appropriate design for the corridor.

In 2019, the Environmental Impact Report (EIR) Alternative 3 was approved by City Council which incorporates a "road diet" with lane reductions and safety improvements. This design improves mobility along a 3.5-mile stretch of Coast Highway from Sportfisher Drive to Eucalyptus Street.

Following approval of the EIR, the City continued refining the design, necessitating further analysis. The City is currently preparing an Addendum to the EIR. 


This project represents a significant investment in Oceanside's infrastructure. It aims to improve transportation options and create a safer, more sustainable environment.

OVERVIEW

This City of Oceanside, California project will create a "Complete Street" along a section of  Coast Highway from Surfrider Way, south to Oceanside Boulevard.

"Complete Streets" are designed to enable safe use and support mobility for all users. That includes people of all ages and abilities, regardless of whether they are travelling as drivers, pedestrians, bicyclists, or public transportation riders. 

The project will include improvements at key 
intersections and
new landscaping in between.

LOCATION

 

The improvements will be located on Coast Highway from Surfrider Way, south to Oceanside Boulevard.

 

 

IMPROVEMENTS TO INCLUDE

 

  • Much-needed repaving along the stretch of roadway

  • Road "diet" from four lanes to two lanes (one in each direction) in the location above

  • Roundabouts at Coast Highway and Civic Center Drive, Michigan Avenue, Washington Avenue, Wisconsin Avenue and West Street

  • Curb ramp and bulb-out improvements

  • New crosswalks with flashing beacons

  • Bike lanes and bike racks

  • Improved sidewalks

  • New landscaping

  • Raised medians

  • Benches / street furniture

  • New trash cans

TIMELINE

The City is working on entitlement, permitting, and construction plans. The construction plan portion is anticipated to be complete by August 2025.

 

The contractor bidding process is anticipated to be completed by January 2026, with construction anticipated to begin in Summer 2026, pending allocation of construction funds.
